Rivers Crossing Wellness Community began as Crossroads Community, Inc. in 1983, founded during the deinstitutionalization movement when mental health care began shifting from hospitals to community-based support. With a mission rooted in rehabilitation rather than a strictly medical model, Crossroads opened a small Day Program that initially served just six individuals in Queen Anne’s and Kent Counties. From 1984 to 1995, this program was based in the Nielson Center, the organization’s first home. It became a meaningful space where people received support, built connections, and took their first steps toward recovery.
Growth followed quickly. In 1987, Crossroads introduced its first residential program in Queen Anne’s County, giving individuals a place to live while they worked toward wellness and independence. By the end of the decade, the organization had launched additional day and residential programs in Kent County, hired its first vocational specialist, and began offering services for individuals with dual diagnoses and traumatic brain injuries. These early milestones reflected a strong belief in meeting people where they are and helping them move forward with dignity, support, and purpose.
The 1990s marked a decade of transformation and rapid growth for the organization. In 1992, Crossroads was chosen for a statewide demonstration project focused on delivering community-based support services. This shift from site-based care to meeting clients in their homes and communities laid the groundwork for more individualized and accessible services. That same year, Crossroads expanded its reach into Dorchester County and began construction on new program sites in Chestertown and Centreville, strengthening its presence across the mid-shore region.
As the decade progressed, Crossroads responded to increasing community needs with innovative solutions. The organization launched case management services for both adults and children across five counties, helping to coordinate care and connect families to vital resources. It also introduced targeted services for children and adolescents, including school-based support and return diversion case management programs. By the end of the 1990s, Crossroads had evolved into a regional leader in behavioral health, committed to meeting people of all ages with support, compassion, and hope.
In the early 2000s, the organization focused on strengthening its connection to the community through a variety of innovative programs. One major milestone was the launch of a dental program made possible through a generous partnership with a local dentist. This program provided much-needed dental care to clients who lacked insurance and access to routine services. During this period, the organization also introduced its volunteer and respite care programs. These efforts created opportunities for community engagement and support while providing critical relief for families and caregivers.
As housing needs grew, the organization expanded its independent living options with the development of Banjo Lane Apartments and Bridge House. Banjo Lane offered individuals the chance to live independently with support, while Bridge House was created for aging or medically fragile clients who were not yet ready for nursing home care. In 2009, the organization took a major step forward by establishing Corsica River Mental Health Services as a subsidiary. This allowed them to expand into clinical care, offering therapy and substance use disorder treatment across the region, and set the stage for further integration of services in the years to come.
During the 2010s, Crossroads Community and Corsica River Mental Health Services entered a decade of professional growth, collaboration, and strengthened public presence. The organization’s Supported Employment program was recognized as an evidence-based practice, underscoring its commitment to helping individuals find meaningful work as part of their recovery. The opening of Banjo Lane apartments offered clients the opportunity to live independently in a safe, supportive environment — a milestone in promoting self-sufficiency and dignity. The organization also introduced the C.H.A.R.T.T. values — Caring, Hopeful, Accountability, Respect, Trustworthiness, and Teamwork — which shaped its internal culture and guided its interactions with the people it serves.
As program quality continued to rise, Crossroads earned national accreditation from CARF International, confirming its adherence to high standards in service delivery. A new visual identity was launched with a refreshed logo, and Corsica River expanded its offerings with the addition of Mobile Treatment Teams, improving access to care for those with complex needs. Staff from both organizations began to participate in joint holiday celebrations and retreats, fostering greater connection and collaboration across teams. These efforts laid the groundwork for a more unified, resilient organization prepared to meet the growing behavioral health needs of Maryland’s Eastern Shore.
The 2020s have brought meaningful growth and transition. Crossroads Community and Corsica River Mental Health Services expanded programming to better meet the needs of youth, including the launch of the Transitional Age Youth (TAY) Healthy Transitions Program. In 2021, longtime Executive Director John Plaskon retired, and Holly Ireland was selected to lead both organizations. During her tenure, the organizations continued to strengthen services and expand supports for individuals and families across the Eastern Shore.
In August 2025, Kara Morris became Acting Executive Director. Kara has been with the organization since 2014, steadily growing from Program Coordinator to Program Director, and now Acting Executive Director. Her experience and dedication reflect the strength and continuity of the organization as it continues its mission of supporting recovery and wellness across the Eastern Shore.
